Question Should I report the boss?

I've been working in these new offices now for nearly a year. This morning a bloke turned up and started drawing pictures and measuring up. It seems to me that my place of work does not have a project. Yet there are 20 people working with me. If I was to be vindictive, where would I report the boss?

It sounds like they may not have an opening licence .... BUT that they are sorting this out.

sounds like someone was doing a survey and perhaps preparing plans.......mmmmmmmmmmmmmmmmmmmmmmmmm

My Mood:
The project is what the town hall call the plans for the building, it includes the electrical sockets and windows and pillars e.t.c

You need this to have the opening license and i'm sure if i'm correct you need this when the fire bloke comes for the fire extingushers.

It costs about 400 euros and you need about 4 copies for different people if I remember rightly.
