The words Ayuntamiento, WiFi and free cannot appear in the same sentence, at least in Spain. The during March, Santa Cruz Ayuntamiento, Tenerife consulted the Commission of the Telecommunications Market (CMT) about the possibility of free wireless Internet access for all citizens. The Ayuntamiento's plan, that has the technological backup of FON, is very advanced. Its idea was three-fold: to give cable-less access in the municipal areas, to install WiFi access points in parks, schools and plazas and finally, to distribute routers between communities and neighbourhoods. In the two first cases, the Ayuntamiento took charge of hiring the Internet connection as a user.
According to the documentation from the CMT, the Department for Technology in Tenerife said it was "to help conectivity for the most disadvantaged sectors of population, especially youths".
Changing the law
But the law does not do these type of restrictions. The resolution from CMT clarified that it supported the regulations currently in force and the previous resolutions, but the Ayuntamiento "will only be able to give a free Internet access service if did it in a transitory form." If it wants to do it permanently, it would have to be become a supplier of access and therefore act as another private supplier by charging.
Sources from the CMT explained that "If the Ayuntamiento want to give free Internet services there will will have to be a change to the law."
Also they would have to contend with the opposition of the operators. One of the reasons that the Tenerife Ayuntamiento wanted to provide the service was to cover the demand for telephone services that are currently not supplied by the operators. According to sources of the sector, the providers of phone systems are the ones that are opposed to the repeated attempts of the Ayuntamiento to create a free WiFi network, because it would damage business for mobile broadband. The objections are approved by the CMT
Only for officials
When the Santa Cruz Ayuntamiento of Tenerife Internet provides the internet access service to its own employees in municipal offices and other public buildings, it is is a matter of state lending and it will not be necessary to notify the CMT.
Closed Spaces

The users would share their own broadband and FON would be the company that maintain the network. The CMT has judged that the Ayuntamiento should not carry out any type of advance notice.

Hi there, according to local "myth" there is free Wi Fi access in El Medano, provided by the Granadilla council. Have tried to locate the hotspot, but no success as yet. Best I can get is to go to nearest bar with Wi Fi, get their authorisation key and hope that the signal reaches my flat.
