| The address on a residencia or NIE doesn't really mean anything. This is why the Certificate of Empadronamiento exists ... it locates someone at a particular address because they could easily have moved since they acquired their residencia/Cert of Registro or NIE. There is a local register of inhabitants, and of course, if someone actually requested a Certificate of Empadronamiento for the address at which they were officially registered, then that would pretty much prove that they were still at the address stated in the register. BUT who would know where to start if tracing someone ... they would need to know which municipality to approach, for a start, and there is absolutely no reason whatsoever to suppose that information would be supplied on request. What could help to trace someone much more securely is their social security or tax records, but again these would not be readily available to very many at all. And once one leaves a country, it's difficult to see what traces could apply, or where they'd be traced "to" !! |
