Drop some hints and see what the response is?
If you never try, how will you know? Do you want to regret it in a few years time and think to yourself what if?

I agree, in this day and age, women's equality and all that, yes you should be able to ask a man out without any repercussions. He can only say no, its not the end of the world, many a fine bloke must have been knocked back over the years, so what if a woman gets one now and again? On the other hand it may be absolutely the right thing to do, he maybe waiting for you to make the first move, what if he is extremely shy and thinks you would refuse him?
