Id cards for Brits

I have been told that when you apply to renew a UK passport you are now given the option to have a UK iD card.Does anyone know if this is true and if so does it only apply to those living in the UK and not to Ex pats who renew from abroad like us.Also can you only apply for this when renewing a passport or at any time.

Any info please as this would solve the problem of carrying ID when the old Residencia cards run out for those who still have them at present

Useful site! I was unaware a renewal now costs £72.00! Also reminded me mine expires in May, so need to renew PDQ!
