Errrrr no?? This is a controlled event, everyones public safety is taken into consideration hence the roads are closed!
This isn't a public event this is an event for professional rally drivers who will have some sort of competitive licence to compete!
If this encouraged bad drivers they would let anyone take part!
These kinds of rallys are held all over the world every week of the year!
