How do you get a Spanish Data Protection Certificate for sensitive client data?

A customer for whom I carry out IT support has been advised that they need to get a Data Protection Certificate, because they hold personal details of their clients on their computers.

I assume that it is similar in scope to the requirements of the Data Protection Act in the UK, but I have not heard of it being applied out here.

Does anyone know where I can find out details of the requirements under Spanish Law, and can you just show you meet the requirements to be issued a certificate or does it have to be prepared and issued by an official body.

Any help would be appreciated. Thanks in advance.
