It would never be without consequence, for SOMEBODY, even somebody out of the picture, but more importantly, if somebody hasn't earned something, they don't deserve it.
I wouldn't consider theft to be a business or occupation, so the labour / risk put in, in my eyes, does not qualify as labour / risk.
