Not really good practice unless the previous tiling is very very sound.

Tap the existing tiling with the knuckles and if any areas sound "hollow" then the backing is suspect.

Taking the old tiling off is a dirty time consuming job and usually the walls also need replastering as well.

So you can see why some people try to avoid this.
