I can't answer you on this one but from what you have quoted from their website it would seem that you would not even be able to pool with family members. This sounds like another "STING" by the airlines. They are getting more sneaky about finding ways to charge people extra.
Why not email and ask them? What about 2 people travelling together with 1 suitcase at say 20 kilos? Would they charge both people an excess of 5 kilos?
